The Barwon Health mental health service operates across acute and community settings and has close relationships with GPs and NGOs in the region. Client requirement Barwon had three disparate mental health information systems. They required a single solution to manage their patient/client care, improve communication between health care teams, and conform to Victorian mental health reporting requirements. DCA \'s solution In 2004 DCA entered into an agreement with Barwon Health to implement an integrated mental health solution based on The Care Manager . The system went live in September 2005 and satisfied a number of key objectives: integrate patient information with the iSoft patient administration system using HL7, based on the Barwon Health UR# and the state-wide mental health ID combine existing clinical systems into a single mental health information system for use by psychiatrists, nurses and administration staff meet legislative requirements for privacy and confidentiality generate all key assessment, care planning and clinical documentation in an integrated client history improve communications between divisions within mental health, particularly between emergency, drug and alcohol programs and community mental health automate notification of admission to hospital and communication of discharge medications using the HL7 interface. Customer benefits At the ACHS accreditation in May 2005 Barwon Health received a commendation for Information Management and an overall rating of Extensive Achievement, of which The Care Manager and its integration with the hospital patient system and the discharge summaries system was a major feature. The in-depth accreditation report stated: The information system .......will position the management and staff to have information that supports their systems of care. Yooralla provides practical solutions for around 30,000 Victorian children and adults who have acquired disabilities through road and recreational accidents, health problems, drug and alcohol abuse, and the effects of ageing, as well as people who are born with disabilities. Solutions include therapy and the provision of equipment, accommodation and respite, employment and recreation, and independent living skills that improve mobility, communication, and quality of life. Client requirement Yooralla , developed a comprehensive requirements specification which documented the need for a single client relationship management solution to integrate service delivery across their 21 program areas. This included a single comprehensive assessment, reporting under state disability services, and staff rostering. DCA \'s solution In partnership with Yooralla , DCA developed a comprehensive functional specification in response to the business requirements, and implemented a solution based on The Care Manager to meet those needs. The solution manages referral and intake, client assessment, care planning, service delivery, staff rostering, correspondence, budgeting, invoicing, and funding under HACC and QDC (CSTDA). Interfaces have been implemented to the finance system for debtor management and to the payroll system for time and attendance. Customer benefits This project achieved Yooralla ’s objectives to have a consistent, best practice assessment and care planning approach across the organisation. It also improved the quality and accountability of service delivery by ensuring secure access to shared client records and integration with the organisation \'s payroll and financial systems. These achievements will allow Yooralla to grow into the future and demonstrate its ability as an industry leader in the disability services sector. Connectingcare was acquired by DCA in July 2010 to complement existing DCA Health business critical systems for a range of health and community services. Connectingcare consists of a comprehensive web-based directory of health and community services integrated with a secure messaging and referral system. More than 23,000 Victorian services are listed at Connectingcare ’s online service directory and the service directory is based on the Human Services Directory ( HSD) data model. Over 2500 of these service providers are capable of accepting electronic referrals and messages from Connectingcare . Staff sending e-referrals can complete the standard referral template within the Connectingcare website or attach their own completed referral form saved from their organisation’s own client management system. Connectingcare does not store any patient or client identifying information in its own system. Organisations using DCA ’s tcm 7 as their client management system can receive electronic referrals from Connectingcare with data streamed directly into the tcm 7 application. May 2010 DCA achieves certification in e-Health Secure Message Delivery as both a sender and a receiver The IHE Australia Secure Messaging Connectathon held in April 2010 showed that DCA is one of only 3 vendors to achieve certification to the Australian Technical Specification: ATS 5822:2010 – eHealth Secure Message Delivery as both a sender and a receiver. Testing was performed by the Australian Healthcare Messaging Laboratory (AHML) on behalf of IHE. Click here to view the results of the testing. The IHE Connectathon is the healthcare IT industry \'s only large-scale interoperability testing event where systems exchange information with complementary systems from multiple vendors. May 2010 DCA invests in e-Health DCA has entered into an agreement to acquire Ballarat based ArgusConnect , leaders in secure document exchange between GPs, specialists, allied health practices and health services. In a separate arrangement, DCA is in the process of taking responsibility for the Connectingcare service directory an e-referral solution used by 19 Victorian primary care partnerships (PCPs). Our objective will be to improve interoperability between tcm 7 , Argus , Connectingcare and collaborate with othersoftware vendors to facilitate exchange of referrals, notifications, discharge summaries and other electronic documents, said Peter Young, DCA \'s General Manager Health & Community Services. Our vision is to build uponthe emerging open interoperability standardsas developed by the National e-Health TransitionAuthority (NeHTA) toimprove communication between health, community care and aged care providers and thereby generate improved efficiencies in healthcare service delivery. January 2010 Ballarat Community Health upgrades to tcm 7 Ballarat Community Health has decided to upgrade to tcm 7 with expanded reach across all major program areas supported by their organisation. The system will provide a single solution for clinical services, counseling, mental health, housing assistance and nursing, and group activities. Development with DCA will ensure statutory reporting compliance for the major state and federal funding bodies. The system will also facilitate secure e-referral between the community health service and other organisations within the Grampians region. The plan is to have all services running in production by July 2010. The enhanced system will consolidate client records from a number of existing applications and ad hoc systems into a single enterprise application that will enable us to better deliver services to clients into the future, said Robyn Reeves, CEO. January 2010 Alzheimer \'s Australia contract DCA to implement tcm7 as a national database A new national information system to support the delivery of care to people suffering from dementia will be implemented in all states and territories during 2010. With the introduction of tcm 7 in 2009 , transitional training was available for both The Care Manager version 6.11.x and the new tcm 7 . For 2010 , training at our Melbourne and Sydney venues will be focused on tcm 7 . The scheduling of 6.11.x training will be demand-driven and will depend on sufficient interest being expressed in a module for it to be scheduled. Organisations interested in 6.11 training are invited to contact us to register their interest in any of the above modules. Alternatively, it is often more efficient and cost effective for training to be undertaken at your offices. On-site training can follow the above course modules or can be customised to match any special staff or organisational requirements. Practical support is given to people with disabilities who want to live independently in the community. Marillac services include recreational and community activities, health care and living skills. Accommodation options range from fully staffed high-support shared houses through to medium and low-support apartments. Based in Melbourne’s south east, Marillac is currently supporting over 200 clients and their families. Client requirement Marillac identified a need to improve their documentation and reporting protocols in order to effectively monitor, schedule and report on a range of activities and responsibilities in its residential and other service areas. According to Marillac Business Manager, Kristian Dauncey, the organisation \'s practice for data collection and review using spreadsheets had become outdated and challenging to manage. Files were stored externally with little or no integration with tcm . These procedures were inhibiting an integrated approach for monitoring, scheduling and compliance issues. DCA \'s solution Taking advantage of the power and flexibility of tcm 7 ’s custom surveys, DCA worked with Marillac to create fifteen custom survey forms. These custom surveys formed part of the tcm version 7.6.0 upgrade when it was was installed in late 2011. A tcm 7 custom survey similar in appearance to other tcm events and Marillac were able to specify what data will be collected, how it will be inputted and the methods by which data will be extracted and displayed, whether by a specialist report or from a standard tcm switchboard. The surveys designed for Marillac cover: service quality reviews clients rights house maintenance requests vehicle maintenance key and locksmith registrations safety assessments and first aid checklists fire drill records community visitors log. Customer benefits Mr Dauncey believes that all of the custom surveys provide better management compliance and better outcomes for people supported by Marillac. In his opinion the new suite of tcm surveys will sustain Marillac \'s commitment to CQL accreditation processes. CQL (The Council on Quality and Leadership) is an organisation that provides leadership to improve the quality of life for people with disabilities, people with mental illness, and older adults.
